Icon made in PSPX. It's translatable to any other versions of PSP.
I'm not sure if it's translatable to PS or GIMP, because it uses adjustment layers.

For this tutorial, I'm going to be using [ THIS ] image of Ashlee Simpson to create the icon to the left. This tutorial is for PaintShopPro 10, but is translatable to any other versions of PSP. Sorry, PS and GIMP users!

Crop your image, resize it to 100x100, and sharpen it once or twice, depending on your image.

Go to Layers -> New Adjustment Layer -> Color Balance. Set your levels like [ THIS ], and press OK

Go to Layers -> New Adjustment Layer -> Hue/Saturation/Lightness. Set your levels like [ THIS ], and press OK

Make a new raster layer and fill it with #fac154. Set it to Overlay at 15%

Apply [ THIS ] texture from ianthinae on a new layer and set it to screen. I mirrored it so that it didn't cover Ashlee, but you can keep it as is if you want.

Lay [ THIS ] mask/texture, also from ianthinae, and set it on screen.

You can stop there, but I'm going to add some text & apply a border.

Show me your results, please.

Easily translated into other versions of PSP.

PS and GIMP

PS users - Find a way around burn.
GIMP users - Find a way around exclusion.

If your image is bigger than icon size, crop it & resize. Sharpen the image once. (since my image was already icon sized, I only sharpened it)

Duplicate your base & set it on overlay 100%.

Duplicate the copy & set it on multiply 100%.

Make a new layer and fill it with #00003e. Set the layer to exclusion 100%.

Create a new layer. Fill it with #ffccff and set it to burn 100%.

New layer--Fill with #00da88 and set it to soft light 67%.

Lay [ THIS ] texture from zemie and set it to lighten 85%.

Duplicate your base layer & set it on top, laying it as soft light 44%.

Finally add text & a border, and merge visible.

( Made in PSP-X, but is easily translatable to most other programs)
First, crop your PNG & resize it to 100x100.
Using the magic wand tool, select all the transparent areas around your PNG & press CTRL + I; there should be moving dashes around your PNG.
On your toolbar; Selections -> Modify -> Expand -> 2px, and press OK. Next; Selections -> Modify -> Smooth -> 5px, and press OK. The moving dashes should be expanded & smooth now.
Create a new layer and set it below the PNG. DO NOT DESELECT. Using the flood fill tool, fill the selected area on the new layer with white, still do not deselect.
Next; Selections -> Modify -> Expand -> 1px, and press OK. Create a new layer & set it below the white outline one. Fill it with black. Deselect and on your toolbar; Adjust -> Blur -> Gaussian Blur -> 7. Finally, merge all visible layers.
You can use any texture you want, but I recommend a texture that has similar colors to your PNG. Lay the texture behind the base image. Merge both layers together. The texture I used is  [ HERE ] and is from [info]colorfilter.
Lay [ THIS ] texture from [info]zemieand set it to lighten.
Lay [ THIS ] texture, also from [info]zemie, and set it to burn.
Duplicate your background layer & lay it on top of the other layers, setting it to soft light.
Finally, add some text & a border of your choice color (I usually use black)

Smooth out the image (Adjust->Add/Remove Noise->Edge Preserving Smooth) and set the amount of smoothing to 5
Sharpen the image twice (or select sharpen more)
 Create another new layer & fill it with #3999ff. Set it to dodge.
Paste [ THIS ] texture from [info]zemie& set it to multiply.
Paste [ THIS ] texture, also from [info]zemieand set it to hard light.
Duplicate the base layer and bring it to the top. Set it to multiply
Finally, add some text & a black border.

I hope you've found this tutorial useful. I know that the beginning & ending icons don't differ much, but if you hide some layers & stuff, you'll see how important every step is.

Finally, add some text & apply a black border.
